The first two digits of every GSTIN are this state code. Supplies within one state split into CGST + SGST; union territories levy UTGST in place of SGST; supplies across states attract IGST.
How the calculation works
GST state codes are two digits assigned by the Census convention — they open every GSTIN, appear on e-way bills and drive place-of-supply logic.
- In GSTINs
First two characters = supplier's state code - Place of supply
Same state → CGST+SGST; different state → IGST

Important points to keep in mind
- Codes 01–37 cover states & UTs; 97 denotes Other Territory and 38 is Ladakh.
- Older documents may reference pre-2017 codes (e.g., 28 for undivided Andhra Pradesh).
- Union territories without legislatures show UTGST instead of SGST on invoices — rates are unaffected.
Frequently asked questions
Where else do these codes appear?
E-way bills, delivery challans, GSTR tables for place of supply, and the state-code prefix of TAN-style registrations.
Why do some lists show 31 states and others 38?
Reorganisations added entries over time (Telangana in 2014, Ladakh in 2019); current GST practice includes all 38 plus Other Territory.
